Abstract

The U.S. Environmental Protection Agency (EPA) has enacted an important rule designed to reduce air pollution from gasoline powered passenger cars and trucks starting in 2017. The impact of this Tier 3 rulemaking is far reaching as it now allows fuel testing laboratories to use a performance based measurement system (PBMS) approach to self-qualify fuel specification test methods of their own choosing. A key element of the PBMS approach is a requirement that the performance of the test method chosen by the laboratory be documented and kept under statistical control using ASTM D6299 - Standard Practice for Applying Statistical Quality Assurance and Control Charting Techniques to Evaluate Analytical Measurement System Performance. While the statistical quality control (SQC) principals required by D6299 may be familiar for many labs, they are by no means universal.

This presentation introduces attendees to FuelSQC, a new laboratory quality control and auditing platform that fully complies with all EPA Tier 3/D6299 SQC charting and documentation requirements. FuelSQC is a cloud-based statistical software platform that implements all of the required calculations, testing, and charting. It also enables maintenance of all needed compliance logs and audit reports for five or more years. FuelSQC has no hardware requirements other than an internet connection and the platform can be securely accessed using any smart phone, tablet or computer.

Overall platform features and examples of various PBMS testing results, quality control charts and documentation of corrective actions taken when a test method / apparatus is found to be out-of- control are presented.
